Weirdly, it is, in America, anyway. Naturally, I went down a Google rabbit hole, and this version is really popular in the Southern and Midwest states. Sometimes it's called slumgullion or Minnesota goulash. I even found a couple of recipes referring to it as, wait for it, American chop suey.
